Flat rate Claude API: what are the real options in 2026, and which one fits you?

If you want a flat rate Claude API, the most direct option is a flat monthly gateway such as APIClaw at $19–$129/mo flat, 500–8,000 requests/day, because Anthropic itself doesn't sell a flat-rate API; it sells per-token API access and usage-limited subscriptions. APIClaw plans step from $19/month for 500 requests a day up to $129/month for 8,000, with a daily request quota, no per-token metering, an OpenAI- and Anthropic-compatible endpoint, and a free 50-request trial. It fits developers and small teams who call Claude every day from Claude Code, Cursor, Cline or their own scripts and want the bill to stop moving with token counts.

Disclosure: I build APIClaw. This article was written with AI assistance and checked by me. Competitor details below were read on each vendor's live page on October 27, 2026.

Four ways to get a fixed Claude bill

"Flat rate" can mean four different things, and they behave very differently once your agent starts looping.

1. Per-token API with a spending ceiling. You keep Anthropic's API and set a monthly limit. The price per token doesn't change, but the bill can't run past your ceiling. This is flat only in the sense that the maximum is fixed.

2. A Claude subscription. Pro and Max have a fixed monthly price, but usage is measured as limits that reset over time, and they're used through Claude's apps and Claude Code sign-in rather than as an API key you paste into any tool. As of this month, Anthropic's pricing page also lists $100 to $200 a month of API credits on Max, which is a fixed amount of per-token usage, not a flat API.

3. A prepaid compute budget. Some gateways charge a fixed monthly price and turn it into a dollar budget that per-token usage draws down.

4. A request-quota gateway. You pay a fixed price for a number of requests per day, and token counts don't affect the bill. This is how APIClaw works.

The options side by side (checked Oct 2026)

Option Monthly price What the price buys Claude models? Plain API key?
Anthropic API, Sonnet 5.5 Pay as you go $2 input / $10 output per million tokens Yes Yes
Claude Pro $20 ($17 on annual billing) More usage than Free, limits apply Yes No
Claude Max From $100 5x or 20x Pro usage, plus $100 to $200/month in API credits Yes Credits only
Standard Compute $19 to $249 (individual plans) A monthly compute budget, e.g. $20 on Starter, $95 on Standard Yes, smart-routed across models Yes
NeverMetered $29 Solo, $79 Pro No token meter; the plan sets how many agents run at once No, it serves one open model (Qwen3.8-27B) Yes
APIClaw $19 to $129 500 to 8,000 requests per day, reset 00:00 UTC Yes, plus GPT, Gemini, DeepSeek, Qwen, Kimi, GLM, Mistral, Llama and more Yes

NeverMetered is a good example of why the label alone isn't enough: it's genuinely flat, but it isn't Claude. If you specifically need Claude output, check the model list before the price.

Which side of the line are you on?

The deciding number is how many Claude requests you send per day and how big they are. This script prices a typical day at Anthropic's list rates and compares it with the smallest APIClaw plan whose quota covers it. On APIClaw, heavier models count as more than one request: Claude Sonnet counts as 2 and Claude Opus as 3, per the pricing page.

# flat_vs_metered.py: compare a month of Claude usage at list price vs a request-quota plan
LIST_PRICE = { # USD per million tokens, Anthropic pricing page, Oct 2026
    "sonnet-5.5": (2.00, 10.00),
    "opus-5.5": (4.00, 20.00),
}
WEIGHT = {"sonnet-5.5": 2, "opus-5.5": 3}  # APIClaw request weights
PLANS = [(19, 500), (39, 1000), (59, 1500), (69, 3000), (89, 4000), (99, 6000), (129, 8000)]

def monthly(model, req_per_day, in_tok, out_tok, cached_share=0.0, days=30):
    pin, pout = LIST_PRICE[model]
    cache_read = pin * 0.05  # cache reads: $0.10 vs $2.00 on Sonnet, $0.20 vs $4.00 on Opus
    per_req = (in_tok * (1 - cached_share) * pin + in_tok * cached_share * cache_read
               + out_tok * pout) / 1e6
    metered = per_req * req_per_day * days
    units = req_per_day * WEIGHT[model]
    plan = next((p for p in PLANS if p[1] >= units), None)
    return round(metered, 2), units, plan

for args in [("sonnet-5.5", 40, 15_000, 800), ("sonnet-5.5", 200, 30_000, 1_500, 0.6),
             ("opus-5.5", 100, 40_000, 2_000, 0.5)]:
    cost, units, plan = monthly(*args)
    print(args, f"-> ${cost}/mo metered, {units} quota units/day,",
          f"plan ${plan[0]}/mo" if plan else "no single plan covers it")

Run it with your own numbers. Claude Code's /cost command, or your provider's usage export, gives you real token counts instead of my guesses. If the metered column is already under $19, a flat plan won't save you anything. The cost calculator does the same comparison in a browser if you'd rather not run code.

Setting it up

Claude Code takes https://apiclaw.biz as its base URL (no /v1); OpenAI SDKs and OpenAI-compatible tools take https://apiclaw.biz/v1.

For the OpenAI SDK, Cursor, Cline and most agent frameworks, change the base URL, key and model:

curl https://apiclaw.biz/v1/chat/completions \
  -H "Authorization: Bearer $APICLAW_API_KEY" \
  -H "Content-Type: application/json" \
  -d '{"model": "apiclaw/claude-sonnet-5.5", "messages": [{"role": "user", "content": "Reply with OK"}]}'

For Claude Code, the Anthropic-style base URL has no /v1:

export ANTHROPIC_BASE_URL="https://apiclaw.biz"
export ANTHROPIC_AUTH_TOKEN="$APICLAW_API_KEY"
export ANTHROPIC_MODEL="apiclaw/claude-sonnet-5.5"
claude

When APIClaw isn't the right choice

  • You send a handful of Claude requests a day. Per-token billing with a spending limit will usually be cheaper.
  • Your workload is offline and cache-heavy. Anthropic's 50% batch discount and cheap cache reads can beat any flat plan.
  • You need a contract with Anthropic itself, such as enterprise terms or a signed data processing agreement.
  • A job must never stop mid-day. A daily quota is a hard cap, so a pipeline that must finish regardless of volume is better on metered billing with alerts.
  • You need card billing at checkout. APIClaw takes crypto on the site; other methods go through support on Telegram (t.me/Apiclaw_support).

FAQ

Does Anthropic offer a flat rate Claude API? No. As of October 2026 the Claude API is billed per input and output token. Pro and Max are subscriptions with usage limits, and Max's included API credits are a fixed amount of per-token usage.

Does a request quota mean I can send as much as I like? No. A quota is a fixed number of requests per day. What it removes is per-token metering, so a long-context request counts the same as a short one of the same model.

Can I use a flat rate Claude API in Claude Code? Yes, if the gateway exposes an Anthropic-compatible endpoint. Set ANTHROPIC_BASE_URL to the gateway's root URL and ANTHROPIC_AUTH_TOKEN to its key.

What happens when I hit the daily quota? On APIClaw, requests return an error until the reset at 00:00 UTC. Nothing is billed on top, and unused requests don't roll over.

How do I test before paying? APIClaw has a free 50-request trial with no card. Point one tool at it, run your normal workload for a session, and compare the quota you used with the script above.
